Here are some keyboards I designed to facilitate entry of Semitic transliteration. Feel free to adapt as you please, though I do ask that if you do, you change the name and acknowledge the original (if the new version bears any resemblance to the one you found here).

My thanks to Dr Lucas Freire of Universidade Autónoma de Lisboa for pointing out that the layout file for the Mac version was a copy of the readme—in three years, he is the first to point this out, despite numerous downloads!

The Windows 7 version has kindly been made available for distribution by Daniel Semler; the accompanying notes explain how to do this yourself if you care to, and how to contact Daniel. A similar procedure is likely to work for further editions of the Windows O/S.
